A year after Jefferson County joined a state-sponsored affordable housing initiative, the wait for progress continues – while other participating counties report similar frustrations.

The Montana Community Reinvestment Plan (MCRP), passed by the legislature in 2023 via House Bill 819, allows counties to work with nonprofit housing organizations to make homeownership more affordable. 

The legislation created “community reinvestment organizations,” or CROs, to facilitate the program. Under the program, eligible first-time buyers can receive help covering up to 30% of a home’s purchase price if their income falls between 60% and 140% of their county’s median.
