INVITATION FOR BIDS
MT STATE TRAINING SCHOOL
COTTAGE #5, BOULDER, MT
Montana Department of Environmental Quality (DEQ) will receive bids on behalf of Jefferson Local Development Corporation for work associated with the Montana State Training School Cottage #5 in Boulder Montana. The Project consists of removal and disposal of all asbestos-containing material (ACM), encapsulation lead-based paint (LBP), removal and disposal of LBP, and removal of polychlorinated biphenyls (PCBs) The building was constructed in 1923 and served as the women’s dormitory for the Montana State School. The hazardous building materials must be properly addressed to allow reuse and redevelopment of the site.
Bidders will be required to satisfy the Montana DEQ as to their experience and competence to construct the work as described in the Instruction for Bidders section of the Contract Documents. Qualified contractors are invited to submit bids on this Project.

A mandatory pre-bid meeting will be held at 11:00 am MST on September 23, 2024, at the Site Location. All appropriate Personal Protective Equipment (PPE) including Tyvek suits, and respiratory protection, will be required for access to the site. Bids will ONLY be received and accepted via the online electronic bid service through Montana eMACS until 2:00 p.m. MST, October 7, 2024, at which time bids will be tabulated and the lowest qualified bidder response will be forwarded to the program for review and confirmation. A Notice of Intent to Award, along with a copy of the bid tab, will be posted to the eMACS event under the “Closed” tab. A bid bond, performance, and payment bond will be required. Bids shall be completed according to the Instructions for Bidders provided in the Contract Documents.
Selection of the successful Bidder will be in accordance with Montana Code Annotated. Contractors must be prepared to meet all federal requirements for work funded by an EPA Brownfields Grant. No bid will be withdrawn within thirty days (30 days) after receipt of bids. Montana DEQ reserves the right to reject any and all bids and to waive any irregularities therein.
