Elmer was born in Fort Belknap on September 4, 1942. Upon graduating high school in 1961, he joined the US military in the Marine Corps division. In four years of service to this country, he fought in the Vietnam war and became a Lance Corporal E-3 with many honors on his badge.

Elmer is survived by his life partner, Ina Thompson; his children, Jennifer (Mike)
