A handful of Boulder residents howled over a proposed change in the city’s nuisance dog ordinance introduced February 21. Opponents of the change claimed that the original ordinance adopted in 2005 is sufficient but inadequately enforced.
Chief of Police Juan Trujillo, who spoke in favor of the change, said the current wording leaves too much room for subjectivity. After accepting comment, the city council tabled the matter until a future meeting so that Mayor Gary Craft, absent last week, could be present.
Craft had taken part in meetings involving one of the complainants, and council members said they needed to hear from him about the content of those meetings that led to the proposed change. Under the current wording, it is a public nuisance for any dog to “cause annoyance to any person by prolonged barking, howling, yelping, or other means.” The proposed change would add “between the hours of 10:00 p.m. and 6:00 a.m.”
