The City of Boulder has named Boulder native Brian Bullock as its first city administrator, staffing a position engineered to serve as an interdepartmental liaison and take on responsibility for the daily operation of local government.

Bullock, who graduated from the University of Montana in 2020 with a degree in exercise science and has been an assistant coach of the boys’ basketball team at Jefferson High School since 2022, will start in the new role Apr. 22, under the direction of the Mayor’s Office and the City Council.

“Given the complexity and volume of daily business, this is an appropriate time to hire this position,” said City Council President Drew Dawson. “This position is unique in that it is answerable to both the mayor and to the City Council. We are proud to nominate Brian Bullock.”

As previously reported, the position is already called for within existing city code. Until the city’s next fiscal year, Bullock’s salary will be funded by budgeting allocated to the presently vacant city clerk and enforcement officer positions. Funding will be allocated next year for the City Clerk, according to the City Council, and city code will be updated to remove redundancies between the clerk’s office and the city administrator’s role.

“I am excited to get to work for the City of Boulder. I am honored to represent this town and its people for the foreseeable future,” said Bullock. “I want everyone who lives here to be proud to call Boulder home, and I look forward to the opportunity of bringing everyone together to achieve a shared vision of what Boulder can continue to be.”

Bullock was formally hired at the Boulder City Council’s Apr. 15 meeting, where he presented himself to attending community members and addressed public questions about his experience and motivations for seeking the position. After a search period of nearly six weeks, when the position was

advertised in local papers and online, Bullock was selected from a group of three final candidates.

“I personally love Boulder; I don’t think there’s a better place to live,” said Bullock. “I think this should be a collaborative partnership between the city and its citizens, and I hope to be that bridge.”

Before the City Council voted unanimously to finalize its offer to Bullock, Dawson and Mayor Rusty Giulio commented on his background and readiness for the role.

“Whether its city employees, or the entire community, this role is about getting people to agree on common goals and a common direction,” said Dawson. “I can’t think of a better person to have than a great coach, and a great player.”

“Brian’s done a lot of coaching,” said Giulio. “I think that’s one of the most impressive things about him; being able to work with different types of people and get everyone on the same page. We couldn’t ask for a better person to step up and take this position.”
