Montana pledged its commitment to children with disabilities in 1887 when Territorial Governor Preston Leslie requested funds for what he called a Montana Deaf and Dumb Asylum. Its name, shockingly offensive by today’s standards, reflected acceptable nineteenth-century terminology.
