2. Revolving Loan Fund

A pool of money, administered by Headwaters RC&D, an independent nonprofit, is available for fixed-rate, low- or no-interest financing of up to $25,000 each for businesses that want to locate, improve or expand in the city. As loans are repaid, money is returned to the fund and made available for new loans. The fund opened just two months ago; no loans have been made yet.
